Hong Kong's economic model five-year plan
Hong Kong Chief Executive John Lee Ka-chiu unveiled the city's first-ever five-year plan on September 17, alongside his final annual policy address of his current term, following a two-month public consultation aimed at aligning Hong Kong's priorities with mainland China's 2026-30 national development blueprint. In an opinion piece published beforehand in the South China Morning Post, Lee stressed the plan -- a practice used on the mainland for more than seven decades but new to Hong Kong -- would not alter the city's fundamental character, writing 'the five-year plan will uphold Hong Kong's rule of law and capitalist system, implement the Basic Law and adhere to "one country, two systems" without distorting Hong Kong,' and that its ultimate aim was to 'enable citizens to flourish.' The plan sets 22 major goals spanning economic development, livelihoods and environmental protection, split between binding indicators the government must meet and more aspirational, anticipatory targets; Lee said accountability measures would apply if binding targets went unmet, and gave the document a blue cover intended to symbolize 'blue skies,' openness, progress and steadiness.
