Hong Kong's 2026 policy address

Hong Kong Chief Executive John Lee delivered his annual policy address on September 17, running just under three hours and combining it for the first time with the city's first-ever five-year development plan, which he said would align Hong Kong more closely with mainland China's national development blueprint while the policy address itself served as the accompanying 'action agenda.' The five-year plan set 22 major indicators -- 17 aspirational goals and five binding targets -- with four of the five binding targets focused on environmental measures, including reducing carbon emissions per unit of GDP and increasing the number of development-ready sites in the Northern Metropolis, the large cross-border development zone near Shenzhen, by 2030. Ahead of the speech, sources told the South China Morning Post that measures supporting the Northern Metropolis and boosting innovation would be major highlights.
