The bill had passed the House earlier in the summer with some Democratic support, but Senate Democrats -- including several who had been negotiating a compromise version -- withdrew support at the last moment, citing unresolved concerns about conflicts of interest tied to Trump family crypto ventures and insufficient consumer-protection and anti-money-laundering safeguards.
